Is online gambling legal in Ireland?
The honest answer is that online casino play in Ireland is neither licensed nor prohibited, and the two halves of that sentence are now at different stages. Betting was brought inside the new regime in February 2026. Online casino gaming was not, and will not be until at least 2027. Anyone telling you online casinos are "legal in Ireland" is describing a licence that does not exist yet.
- Gambling Regulation Act 2024 (No. 35 of 2024). Signed on 23 October 2024, it is the first Irish statute to treat online gambling as a licensable activity. It is being switched on in pieces by commencement order rather than all at once, which is why the Irish position changes every few months.
- The GRAI opened for business on 5 March 2025. The Gambling Regulatory Authority of Ireland, led by chief executive Anne Marie Caulfield, is the country's first dedicated gambling regulator. It began accepting applications on 9 February 2026 and issued the first remote betting and betting intermediary licences on 1 July 2026, with in-person betting following from 1 December 2026.
- 34 licences on the register, and not one of them is a casino licence.The GRAI's public register is live and downloadable. Every entry on it – Hillside (Europe) for bet365, LC International for Ladbrokes, ElectraWorks, BoyleSports, Betway, William Hill and the rest – is a remote betting licence. The relevant-games column is empty for all 34. Gaming, lottery, B2B and charitable licence windows are scheduled to open across 2027 and 2028.
- Betting without a licence is now a crime. Casino gaming is not. Section 67(1), which prohibits providing a betting activity without a GRAI licence, commenced on 5 February 2026 and carries up to eight years on indictment. Section 67(2), the equivalent prohibition for games, has not commenced – there is no gaming licence to hold and no offence in failing to hold one. The Act gives the GRAI no ISP or payment-blocking power at all: its only lever against an unlicensed operator is a section 75 court order plus prosecution.
- The Gaming and Lotteries Act 1956 is still on the books. The Betting Act 1931 and the Totalisator Act 1929 were repealed on 5 February 2026, but the 1956 Act was not. Its permit and licence regime is premises-based with no remote category at all, and its reach over an offshore operator has never been tested in court. That is the grey, not a green light.
- None of this creates a player offence. Every commenced prohibition falls on the operator for providing gambling, not on you for taking part. Your real exposure is commercial rather than legal: recourse on a stalled withdrawal runs through whichever regulator licensed the operator, which is exactly why we rank an MGA licence above a Curaçao or Anjouan one.
- Your winnings are outside capital gains tax. Section 613(2) of the Taxes Consolidation Act 1997 puts winnings from betting, lotteries, sweepstakes and games with prizes outside chargeable gains entirely. The duty sits with the operator, not you: 2% on remote and over-the-counter bets, and 25% of commission for betting intermediaries. If gambling is your trade rather than your pastime the income-tax question is a different one – take accounting advice, not a casino guide's word.

Ireland is a euro market with an unusually high rate of app-based banking, which changes what actually works at a casino cashier. For treatment beyond counselling, HSE addiction services are reached through your GP or a local addiction service rather than through the gambling helpline; the HSE Drugs and Alcohol Helpline on 1800 459 459 (weekdays 09:30 to 17:30) is a drug and alcohol service.
- Bank and card gambling blocks – The most effective control available to an Irish player, because it works regardless of where the operator is licensed. The Gambling Regulation Act 2024 created the Gambling Regulatory Authority of Ireland, and since 5 February 2026 it has been a criminal offence to offer betting to Irish players without a GRAI licence. The equivalent prohibition for casino games – section 67(2) – has not been commenced, and the gaming licence window is not due to open until 2027 or 2028. Are gambling winnings taxed in Ireland?▼
Not by capital gains tax. Section 613(2) of the Taxes Consolidation Act 1997 states that winnings from betting, lotteries, sweepstakes or games with prizes are not chargeable gains, and the rights to those winnings are not chargeable assets. Duty is charged to the operator rather than to you – 2% on remote and over-the-counter bets, 25% of commission for betting intermediaries. The one genuinely open question is professional gambling as a trade: if that describes you, get accounting advice rather than relying on a casino guide.
Can I use Revolut to deposit at an online casino from Ireland?▼
Usually, but not always. Revolut issues a normal Visa or Mastercard, so it works wherever cards do. Two things get in the way.
