Who issues USDC and who checks the books
A stablecoin is a promise that someone will give you a dollar for your token. Everything that matters about it comes down to who that someone is and what evidence exists that they can keep the promise. USDC is unusual in this market for answering both questions in public, on a schedule.
The issuer is Circle. On its own transparency page the company states that USDC is backed 100% by highly liquid cash and cash-equivalent assets and is always redeemable 1:1 for US dollars. The majority of those reserves sit in the Circle Reserve Fund, an SEC-registered money market fund managed by BlackRock, holding cash, short-dated US Treasuries and overnight Treasury repurchase agreements; the rest is held as cash deposits at banks. Two distinctions keep this honest. A monthly attestation is not an annual audit– it is a limited-scope assurance engagement confirming that reserves exceeded circulation at a point in time, under AICPA standards, not an opinion on the issuer’s whole financial position. Circle has both, which is the useful part: monthly assurance on the reserve, plus Deloitte & Touche LLP as the company’s auditor since fiscal 2022. And none of this is a guarantee. Reserve-backed does not eliminate risk; it means the risk is one you can read about in advance rather than one you discover.

MiCA – the EU’s Markets in Crypto-Assets regulation – sorts stablecoins into categories, and a token that references a single official currency lands in the one called an e-money token, or EMT. The label carries obligations rather than a marketing badge. An EMT issuer has to be an authorised credit institution or electronic money institution, has to hold reserves matching what it has issued, and has to redeem at par, on demand, for anyone who asks.
Circle cleared that bar first. On 1 July 2024 the company announced that it had obtained an electronic money institution licence from the ACPR, France’s banking regulator, and had become the first global stablecoin issuer to comply with MiCA – issuing both USDC and its euro token EURC in the EU under the framework from the day the stablecoin rules took effect.
For a player, the practical consequences are narrower than the headline suggests, and it is worth being precise about them. An EU licence governs how the token is issued and redeemed. It does not regulate the casino, does not improve your recourse against an offshore operator, and does not follow your balance into a Curaçao or Anjouan cashier.
